FAQ POSSIBLE REASONS FOR CCBill
DECLINING YOUR CREDIT CARD:

Please note that CCBill is NOT DWW. When you subscribe for the DWW WEB CLUB through CCBill, we are totally unaware that you have done so, nor do we know anything about your credit card. We aren't involved in the charging process at all. CCBill is one of the most prominent American charging companies on the internet, reliably charging for more than 15,000 internet companies. Therefore when CCBill declines your credit card we cannot know the reason at DWW. In fact CCBill are not allowed by law to tell us the reason or anything about you or your credit card. The only people CCBill can tell are your credit card company, and the only person your credit card company can tell is you. Therefore DWW is unable to intercede on your behalf with CCBill. Only your credit card company can do that.

If CCBill declines your credit card, and you don't know why, there are many possible reasons, of which the following are the most likely, in our experience:

  1. Invalid card number, invalid expiry date, or lack of funds - all these immediately produce the result "credit card declined"
  2. Your card is not authorized for use on the internet, or internationally, or for mail order. This also produces "credit card declined"
  3. Rebilling: your card number might be stored in a fraud database because previously you rebilled or recharged from an internet company such as CCBill, either for good reason (such as correction of a fraudulent attack on your credit card) or without a reason. In either case your card will have been entered into a fraud or "decline" database by the internet charging firm, such as CCBill, Validate, Cybercash etc. and others, who share a "decline" database. In such a case (previous rebills from this credit card, whether valid or fraudulent) your card is locked for eternity for use on the internet and the only solution for further credit card use on the internet is to get a new credit card. Usually such a case produces the error message: "Negative record".
  4. Your home address is wrong: CCBill checks the address you submit when subscribing with the address stored on files of your credit card company (bank). If you have moved your address recently but have not informed your credit card company or if, when subscribing, you typed a wrong address (wrong zip code, or a wrong country name if outside the USA) for the legitimate credit card holder, then your card may be declined. This system is good for the security of your own card because usually a thief does not know your address, just your card number. An error of this kind would first result in an error message "credit card declined". However, if you try more than once to charge this credit card giving wrong personal data, then a new status is produced (see 5, below):
  5. Decline Limit reached: In order to prevent someone using software repetitively to try card numbers, expiry dates, names or addresses to obtain the right connections unlawfully, CCBill has a decline limit. If you try two or three times to charge the same credit card with the wrong data (address, zip code, expiry date, etc), your card will temporarily be locked as invalid by CCBill. This means you cannot use it for a certain period, usually 24 to 48 hours. This helps to prevent illegal use of credit cards using software.

SOLUTION:

DWW offers a solution to those who are sure that their credit card MUST be valid and know that there are other reasons why their card was declined. We know from experience that the "decline" database of the internet charging companies is not 100% correct, and that on it are some credit cards which should not be there. We also know that some people get declined by CCBill just because of simple typing errors. As we have stated, we are unable to negotiate with CCBill on your behalf, in fact it is illegal for us to do so. So for those people we offer a solution:

You may obtain an Activation Key for the Web Club from DWW directly without involving CCBill. Since this process can only be done manually, it may take several hours, if not a day, before you receive your Activation Key by email. Please, please make sure that you submit a valid and accurate email address, otherwise we will be unable to email your Activation Key!!

If you want to use this second (but not instant) method of obtaining a DWW Web Club access, please visit our website at www.dwwgalaxy.com and enter the secure "online store" there. Click on the symbol "Order Activation Key" and you may order your Web Club Activation Key from there. In this case CCBill is not involved. If your credit card is OK it will get charged by us directly and you will receive your Activation Key without any problem.
